Two blind extractors (A and B) both relied on the same primary official source: Board of Dental Examiners of Alabama, Ala. Admin. Code r. 270-X-4-.04 (Mandatory Continuing Education For Dentists And Dental Hygienists), effective February 14, 2025, retrieved from the state Legislature admincode site (admincode.legislature.state.al.us). This is a primary .gov source, not a third-party mirror. Both note the version read is CURRENT (History line ends "effective February 14, 2025") and that an older 2020 board PDF is superseded and was NOT used. (a) FULL AGREEMENT. A and B agree on the entire numeric spine: annual cycle, lengthMonths 12; totalHours 20; three mandated within-topics each 1 hour (prescribing of controlled substances, infectious disease control, ethical considerations); a 10-hour live-training floor; no carryover (maxHours 0); provider model state_approved with strict false; excludedFormats empty; and a required current BLS certification (2 to 4 hours, live). Only cosmetic differences existed: topic id naming (A used "infectious_disease_control", B used "infection_control"; standardized to "infection_control") and format-code granularity (below). No spine value was in conflict, so no re-fetch of the primary source was needed to break a tie. (b) WITHIN vs ADDITIVE. Resolved as "within" for all three mandated topics. The board frames the whole obligation as "Dentists shall complete twenty (20) hours of continuing education every year," then requires "a minimum of one (1) hour" of each mandated subject "annually." The mandated hours are minimum components of the 20, not stated to be on top of the 20, so each is a floor inside the total (within). Both extractors agree on within. (c) WHY FLAGGED (flagged_ambiguous). Two unresolved ambiguities prevent extracted_agree: (1) the online/self-study 10-hour ceiling is DERIVED (20 total minus the 10-hour live floor), NOT stated verbatim in the rule; only the live minimum is explicit. (2) The 2025 rule lists BLS under the number-of-hours section and certifies it for 2 to 4 hours but does NOT state whether those BLS hours count toward the 20-hour total; the superseded 2020 rule had explicitly allowed up to 4 CPR hours to count. BLS-hour counting is therefore uncertain. Additionally, every citation carries verified: false (no independent live confirmation), which alone bars extracted_agree. Permit-conditional items NOT applied to the universal general-dentist spine: a dentist with an active oral conscious sedation permit must complete a minimum of 2 hours of sedation/anesthesia training annually and maintain current ACLS (or PALS for a declared pediatric specialty) via live training.
