The opioid hour (paragraph "i") is coded "within" because 573.1(5)"c" treats opioid hours as earned CE that simply may not be carried forward, and DIAL guidance states the opioid course counts toward the 30-hour requirement. Quote governing carryforward exclusion: "Licensees and registrants may not carry forward hours for courses in the areas of cardiopulmonary resuscitation (CPR), infection control, jurisprudence, dental radiography, or opioids." No board text states any mandated hour is additive on top of the 30, so nothing is coded "additive". (c) WHY FLAGGED (flagged_ambiguous, not extracted_agree): reviewStatus is flagged_ambiguous for four reasons.
