Both cite the SAME primary official source: Iowa Administrative Code 481-Chapter 573 (Dental Continuing Education), filed ARC 8987C, effective 4/9/2025, published on the Iowa Legislature site (legis.iowa.gov). This chapter replaced the former Iowa Dental Board 650-Chapter 25 when the board was consolidated under the Department of Inspections, Appeals, and Licensing (DIAL); the underlying Iowa Dental Board still administers licensure. No field in this doc relies on the stale 650-25 mirror. This is an hours requirement summary extracted from the primary code text and is NOT verified or represented as complete. The opioid hour (paragraph "i") is coded "within" because 573.1(5)"c" treats opioid hours as earned CE that simply may not be carried forward, and DIAL guidance states the opioid course counts toward the 30-hour requirement. Quote governing carryforward exclusion: "Licensees and registrants may not carry forward hours for courses in the areas of cardiopulmonary resuscitation (CPR), infection control, jurisprudence, dental radiography, or opioids." No board text states any mandated hour is additive on top of the 30, so nothing is coded "additive". (c) WHY FLAGGED (flagged_ambiguous, not extracted_agree): reviewStatus is flagged_ambiguous for four reasons. (1) Opioid within/additive drafting quirk: 573.1(2) explicitly enumerates only paragraphs "d" through "h" as applying toward renewal and OMITS the opioid paragraph "i"; a stricter reading of that omission could treat the opioid hour as additive rather than within. Best-supported reading is within, but the ambiguity is unresolved in the code text itself. (2) Dependent-adult-abuse vocabulary mapping: the controlled vocabulary has no exact slug for dependent adult abuse; it is mapped to domestic_violence as the closest fit (abuse of a vulnerable adult). (3) Extractor disagreement on mandatory-reporter granularity (see EXTRACTION FLAGS). (4) All citations are verified: false; no field was independently confirmed against a live fetch during reconciliation, and a human operator must sign off before go-live.
