PROPOSAL ONLY - nothing verified; Brian signs off. Reconciled from two blind extractors. Primary numeric spine AGREES on both: 63 CE hours per triennial (36-month) cycle, citing primary source WAC 246-817-440 (Washington Administrative Code via app.leg.wa.gov, the official WA legislature code site), corroborated by DOH DQAC pages and the Cornell LII mirror. FULL AGREEMENT: cycle (36 mo), total (63), jurisprudence exam (1 hr within), health equity (2 hrs within), opioid prescribing (3 hrs within, one-time), self-study half-credit cap, teaching cap (21 hrs), providerStrict=false/providerAccepts empty, excludedFormats empty, carryover=0. Health equity mapped to cultural_competency + implicit_bias (no 'health_equity' slug in controlled vocab); WA's course covers implicit bias, structural determinants, cultural humility. WITHIN vs ADDITIVE: all required topics are UNAMBIGUOUSLY 'within' the 63 - each carries verbatim 'granted toward/towards the 63-hour requirement' or 'count toward meeting applicable continuing education requirements.' None additive. No counting is genuinely 'unclear' on the within/additive axis; the ambiguity is topic INCLUSION (suicide) and slug mapping, not counting direction. PROVIDER ACCEPTANCE: non-strict. The commission does NOT pre-approve courses - WAC 246-817-440(1)(e): 'The commission will not authorize or approve specific continuing education courses EXTRACTION FLAGS (why this is not yet verified): - TOPIC COUNT DISAGREEMENT: Extractor A includes a fourth required topic - one-time suicide assessment/prevention training (3 hrs, within, WAC 246-817-441). Extractor B omits it entirely. Included here as suicide_assessment_onetime but UNRESOLVED - human to confirm whether WA mandates suicide-prevention CE for dentists and whether it is one-time. - SLUG MAPPING UNCLEAR: suicide_assessment_onetime maps to 'general' as a placeholder because no controlled compliance-topic slug fits suicide prevention. Extractor A self-flagged this. Needs human decision on the correct subject classification. - FORMAT CAP DISAGREEMENT: Extractor A lists a publication cap (30 hrs/3 yrs); Extractor B does not report it. Single-source (A) - verify against WAC 246-817-440 text. - FORMAT CAP DISAGREEMENT: Extractor B lists a book-reading/synopsis cap (6 hrs/3 yrs, self_instruction); Extractor A treats book/journal caps only as subject caps in notes, not in formatCaps. Single-source (B) - verify. - REQUIRED CREDENTIAL DIVERGENCE: Extractor A sources the BLS/CPR mandate from the DOH CE web page and flags its mandatory status as uncertain (WAC 246-817-440 treats BLS only as an optional CE category capped at 3 hrs/3 yrs). Extractor B cites primary WAC 246-817-720 as a standalone practice requirement. Assembled using B's primary citation; A's uncertainty noted. - CARRYOVER SECONDARY-SOURCED: carryoverMaxHours=0 is drawn from the DOH CE web page (citing WAC 246-12-230), not from the primary WAC 246-817-440, which is silent on carryover. Both extractors agree on 0 but the source is secondary. - CYCLE NUANCE: License renews ANNUALLY (WAC 246-817-990) while the CE compliance/reporting period is TRIENNIAL (36 mo). cycleLengthMonths=36 attaches the 63-hour total to the 3-year CE cycle, per both extractors. - INFECTION CONTROL - NOT INCLUDED: Extractor B notes WAC 246-817-440(4) lists infection control/safety/radiation only as ACCEPTABLE subject areas, not a mandated hour count; a DOH summary page loosely mentioned 'one hour annually' but appears to reference a separate infection-control standards rule. No infection_control topic created (would be a guess). Both extractors effectively agree to omit; flagged for awareness. These are the published requirements as we read them, not legal or board advice, and CEChart does not certify compliance.
